The HackRfOne SDR is open source which means it can be used with a wide range of devices, but it's not explicitly mentioned that it works with the PowerSDR-IF Stage. The only way to see if it works with PowerSDR-IF Stage is to actually test it or get this answer from the developers/manufacturers. They should have the knowledge to answer this question and luckily you can get in touch with them since the website works and can be accessed, but you need to visit GitHub to open a ticket on the issues page.
On the same page, you can see all the available files and release notes.
Can the PowerSDR software work with SDRPlay. I am currently using Ham Radio Deluxe, IC-7300, SDRPlay SDR receiver, Omnirig and HDSDR as my pan adapter software. They all work together great but I would like to use the PowerSDR in place of the HDSDR software.

Yes, PowerSDR is working with the SDRPlay with the help of the SDR-Radio Console. I've seen some videos posted on the Internet where you could see the two of them synced and working together. You can access the video showing the two working together through the Google Search.
If you have any other questions, there is also a forum available for this procedure. Just create a username in order to create posts.
